IT050 Operations and Procurement Specialist/Associate Systems Engineer
This position is for an Operations & Procurement Specialist to manage the logistical and administrative backbone of the Integrated Modeling Computing Center (IMCC). The specialist serves as the primary liaison for operational support, encompassing facility management, property and inventory stewardship, procurement coordination, and enterprise service integration. This role is essential for maintaining efficient office environments, ensuring compliance with NASA property and procurement policies, and facilitating the acquisition of necessary hardware, software, and services. Ideal candidates should be highly organized, detail-oriented, and proficient in navigating NASA enterprise management systems.
Core Duties & Responsibilities:
- Procurement and Acquisition Support: Lead the end-to-end procurement process by assisting in the development of detailed technical specifications, performing market research and analysis of alternatives, and drafting documentation for government review. Solicit and evaluate vendor quotes, interface directly with vendors to clarify requirements, and coordinate with NASA procurement offices to facilitate solicitations and purchases.
- Property and Inventory Management: Oversee the lifecycle stewardship of all CISTO assets. Manage physical inventory, maintain accurate records in the NASA property database, and coordinate tagging, receiving, excessing, and trading-in of equipment. Support annual property audits, track capital asset lifecycles, and ensure all equipment deliveries and pickups are documented and processed in compliance with property custodianship requirements.
- NASA Enterprise Services Liaison: Serve as the single point of contact for NASA-managed enterprise services (e.g., ACES, NEST, Enterprise Service Desk/ESD). Coordinate the ordering, tracking, and cost analysis for personal computing hardware, software, and mobile platforms. Manage invoice reconciliation and maintain detailed documentation of all transactions and requests.
- Facilities and Space Coordination: Manage office space logistics, including floor plan documentation and liaison duties with the NASA Facilities Management Division (FMD). Coordinate power, cooling, and space modifications for CISTO-related facilities, manage work orders, and serve as a room coordinator for operational areas.
- Communications and Telecommunications Support: Act as the primary interface for GSFC Telecommunications to manage telephone service requests, including adds, moves, disconnects, and voicemail services. Maintain office databases (e.g., LISTS, id.nasa.gov) to ensure accurate location and identity information.
Required Technical Skills and Qualifications:
- Procurement and Acquisition Lifecycle: Proficiency in the government acquisition lifecycle, including drafting statements of work/specifications, performing market research, evaluating vendor proposals, and adhering to compliance regulations.
- Property and Asset Management: Strong experience in property management and asset tracking databases. Familiarity with government property custodianship, inventory reconciliation, and audit support processes.
- Enterprise Service Proficiency: Demonstrated experience working with NASA-managed service portals (e.g., ACES/NEST ordering, ESD ticketing). Ability to track orders, manage budgets, and reconcile invoices for enterprise hardware and software.
- Facilities and Logistics Coordination: Experience in coordinating office logistics, managing facility work orders, and translating business requirements into facilities requests (power, cooling, space).
- Organizational and Analytical Skills: Highly organized with a focus on data integrity. Proficiency in Microsoft Office (Excel, Word) and internal database tools to track inventory, budgets, and procurement milestones.
- Stakeholder Communication: Excellent interpersonal skills with the ability to interface effectively with internal CISTO staff, external vendors, and center-level support groups (Facilities, Telecommunications, Procurement).
- A BS degree and 1+ years’ experience in relevant work areas.
- US Citizenship required.
- Ability to obtain and maintain a Tier 1 or Tier 2 Investigation through NASA.
